People like you!This is administrative, supervisory and technical work in coordinating and overseeing the project referrals process between the City and host First Nations. The incumbent plans, assigns, reviews and supervises the work of subordinates engaged in related processing project referral requests; participates in the recruitment process including orientation, training and conducting performance appraisals of subordinates. The successful candidate coordinates, oversees, reviews and triages referrals requests, processes complex referrals, such as developments of major facilities; verifies and ensures all documents required are submitted and complete; identifies gaps and follows up on outstanding information; provides support to project managers on permit applications process; drafts and prepares correspondence to host First Nation and/or other parties involved; and provides feedback obtained to project managers. The Senior Referrals Clerk researches, prepares, maintains, updates and compiles internal and external reports and correspondence, including Council reports; prepares letters and correspondences to host First Nations and coordinates response to feedback from First Nations and other parties; creates process tools and products for City staff to follow. Coordinates and provides information sessions to City staff on referrals request processes and works with City staff to plan the training. The incumbent provides information, advice, guidance and assistance to a variety of internal and external contacts on departmental requirements, policies and related matters; coordinates and facilitate meetings with City staff, specialists and sub-contractors and other relevant parties to provide updates and discuss referrals' progress. Establishes and maintains effective relationships with host First Nations and a variety of internal and external contacts and represents the department at meetings. Performs related work as required.Qualifications include completion of Grade 12 including or supplemented by technical courses related to the work and considerable related supervisory experience; experience working with BC First Nations is an asset; or an equivalent combination of education, training and experience. Thorough knowledge of methods, practices, techniques and business processes as they relate to work performed. Considerable knowledge of the history and culture of Coast Salish Peoples, Indigenous rights and title, particularly in the context of B.C. and of the Provincial Heritage Conservation Act. Sound knowledge of systems related to the work performed, which may include SAP, MS Project, Excel, and Geographic Information System (GIS). Ability to facilitate the referrals process between the City and host First Nations, and other parties, as required. Ability to review, recommend, develop, implement and maintain effective referral processes; work in a fast-paced environment under pressure, demonstrate flexibility, cooperation and ability to shift priorities rapidly; maintain confidentiality and appropriately handle confidential documents, files and information; work independently and establish priorities under considerable time constraints; find, compile, organize, input, record and monitor referrals process documentation and to draft and maintain various reports and records; plan, assign, review, prioritize and supervise the work of o
