Reporting to the Director, Parks and Recreation and supporting the department?s Senior Management Team, you will be responsible for specialized technical work in researching, developing and analyzing policies, practices and procedures related to departmental or corporate business planning initiatives. Your primary responsibilities include: conducting a variety of financial and statistical studies; identifying business challenges; researching and evaluating results of new and existing programs and services; and preparing comprehensive reports and recommendations. You may also coordinate and oversee the preparation of the departmental budgets, support financial planning processes, and perform cost-benefit analyses to assess financial implications and improve feasibility of programs. This is a brand new position, providing the perfect opportunity for a progressive and collaborative individual to work with the Parks and Recreation leadership team to further define this role for the City!Key work activities and accountabilities included are:Researches, identifies, and compiles quantitative and qualitative data from a variety of sources; analyzes, interprets, and reports on business data in response to identified business challenges and processes; cleans, extracts and displays data to support department programs, research and evaluation initiatives; reviews data on performance metrics and resource utilization; identifies inefficiencies and bottlenecks in workflows. Assesses existing policies and identifies opportunities for improvement, and develops and makes recommendations on strategies and policy proposals in alignment with strategic priorities; presents and defends policy research, analysis and proposals to senior management. Coordinates and oversees the preparation of the departmental annual operating and capital budgets; reviews current revenues and expenditures and makes year-end forecasts; identifies gaps in resource allocation; assesses feasibility of programs and services through cost-benefit analyses; and prepares recommendations to improve revenue streams and cost structures. Liaises with or supports project leads and system administrators with new technologies and implementation and improvement of enterprise software used in the department; consults with various divisions to assess business needs; designs and recommends solutions to enhance performance of programs and services; develops frameworks to monitor and evaluate performance and results; monitors and evaluates impact of implemented changes; and makes adjustments as needed. Provides assistance and policy advice to a variety of internal and external stakeholders, such as senior management, city officials, and community members; interprets data findings and prepares detailed reports and recommendations; proposes opportunities for collaboration on new initiatives, programs and services. Keeps current with trends and best practices as related to the work performed. Perform related work as required. Required Knowledge, Skills and Attributes:Bachelor?s degree in business administration, statistics, economics, or a related discipline, including or supplemented by technical courses in business analysis.
