Human Resources AdvisorReq ID: 1033 Regular/ Auxiliary: Auxiliary - 18 Month TermRate of Pay: $42.31 - $49.78 per hour - plus 14% in Lieu of Benefits Hours of Work: 70 hours bi-weeklyPosition PurposeThis position provides technical, consultative, and advisory services and support for the HR functions and programs of the Capital Regional District. The Advisor is responsible for a variety of data administration including updating and maintaining confidential employee/HR data, transactional and advisory responsibilities. The Advisor supports HR services focusing on exceptional customer service, consistent and reliable data processing, validation and analysis, and critical thinking and interpretation skills.Key Accountabilities/Position OutcomesPartners with and assists HR Managers in providing a range of transactional human resources services in the areas of: employment/recruitment services; onboarding and benefits management; training and development; disability management and wellness; compensation and leave administration; labour relations support; and office support and administrative coordination. Actions employee lifecycle events including recruitment, onboarding, job and employee data changes and offboarding within Human Resources Information System (SuccessFactors) Produces and analyzes confidential data to support ongoing business reporting needs and operational decisions Operationalizes reports once developed and monitors for ongoing data integrity and updating. Assists with the testing of system changes and releases, identifying errors in data integrity. Trains staff, supervisors and managers on the operation of the SuccessFactor modules. Works collaboratively to support corporate human resource initiatives with a focus on accuracy, consistency and best practices in a local government operation. Promotes and liaises with internal clients and stakeholders on policies, procedures and practices with a goal to promote consistent corporate application and approaches. Works collaboratively with the Human Resources team in supporting and delivering human resource initiatives, projects and services. Provides CRD managers, supervisors and employees with confidential, accurate, timely information with respect to a variety of HR processes, application of the collective agreement and provides professional HR expertise, advice and guidance to the organization on human resources issues.QualificationsDiploma in a related discipline A minimum of 5 years' directly related experience An equivalent combination of education and experienceCertificationsValid BC Driver's LicenceRole Specific Knowledge, Skills, and AbilitiesGeneral knowledge of relevant labour law, employment and human resource related legislation. Ability to understand and contribute to the development of enabling policies and procedures. Good understanding of key issues, trends and best practices in the fields of human resources and labour relations. Excellent communication (verbal and written) ability to provide information in a concise and clear manner. Demonstrated ability to establish strong networks and partnerships with a focus on client service and client confidence. Excellent experience with HRIS systems, e.g. Successfactors and ability to review information with a focus on detail, accuracy and understanding linkages. Demonstrated communication and conflict resolution skills, the ability to effectively influence and convince others to review and consider alternatives. Ability to resolve conflicts with a focus on interpersonal relations. Must be able to think ?outside the box?. Demonstrated sound judgement to support decision making and knowing when to take actions, how to move issues forward as well as the ability to know when an issue may be best escalated. Ability to assist staff, supervisors, management and HR staff on a wide variety of routine and complex issues. Demonstrate integrity, consistency, and support of CRD goals, objectives and policies.
