People like you!This is technical, inspection, regulatory, and investigation work performed on specific construction projects for the City on behalf of the Engineering Department. An employee in this class inspects and regulates the work performed by private contractors for the City on roads, curbs, sidewalks, sewers, watermains, underground utilities, landscape installations and street lighting to ensure compliance with and adherence to a variety of plans, controls, regulations, specifications, standards, and related requirements. An incumbent will carry out field measurements of work performed; conducts standard engineering tests or arranges for testing by external agencies; rejects unsatisfactory workmanship or materials; and initiates change orders for design deficiencies and unforeseen conditions encountered during construction. Inspects development projects covered by private inspection reports to ensure adequacy of content and project design elements; reviews for quality assurance the installation and servicing of underground infrastructure, and the restoration of existing City infrastructure. An Engineering Inspector will organize and schedule the work of private and public works crews installing water and sewer services and ensures utility trenches are staked surveyed and appropriately shored; reviews geotechnical testing and sample bore hole sites to ensure for adequate decommissioning and restoration; and inspects private lots before building permits are issued to report on City engineering requirements. Other responsibilities include scheduling and coordinating inspections with internal and external contacts regarding complaints and violations related to Streets and Traffic, Soil Deposit and Removal and Building bylaws; investigates and processes damage resulting from malfunction of City utilities or engineering operations; organizes and leads pre-construction meetings; interprets and explains contract specifications and applicable bylaws to contractors; and reviews as-built drawings to ensure conformance with City and Master Municipal Construction Documents (MMCD) technical standards in relation to completed works. Prepares and/or presents detailed reports related to claims and bylaw enforcement based on investigations, inspections and documented findings; maintains and files variety of records, progress and payment reports and assists in the training of junior and temporary Inspectors. Performs related work as required.Qualifications include completion of Grade 12 supplemented by post-secondary technical courses related to the work plus considerable related construction and inspection experience, or an equivalent combination of education, training and experience. Considerable knowledge of the methods, practices, materials, tools and equipment used in the construction and installation of City services; and knowledge of the City bylaws, departmental regulations and procedures applicable to the work performed. An incumbent will have sound knowledge of basic engineering and survey principles and practices, and of the methods and techniques used in inspecting and regulating construction and maintenance projects; knowledge of Municipal (MMCD) and City of Burnaby Supplemental and Detailed Drawings and design criteria; and working knowledge of soils and of drainage principles along with rules of
