Projects are delivered both through Board Project Managers as well as external contractors.<p> <p><p><p><p> <p>QUALIFICATIONS: <p>Formal Education and/or Certification(s) <p> <p>Minimum: 2 to 3 years Specialized Community College or a University degree in business and/or engineering-related discipline.<p>Years of Experience <p> Minimum: 6 to 8 years. <p> <p><p><p><p><p><p>SKILLS REQUIRED: <p>Specific knowledge of:<p><p> Business administration (e.g., accounting, budget management, project management)<p> Mechanical disciplines<p> Building codes, health and safety and small drinking water systems<p> Ministry requirements related to design and build<p> Knowledge of local administrative and regulatory environment for multiple jurisdictions<p> Knowledge of legal context relating to property mattes Formal Education and/or Certification(s)<p><p>Competencies<p><p> Ability to manage large and complex projects<p> Ability to manage budgets and operate electronic spreadsheets<p> Ability to author business cases for funding applications<p><p> <p>BRIEF LIST OF DUTIES and RESPONSIBILITIES <p> Planning <p><p> Develops annual work plans and related budget for the functional area<p> Develops a long-term plan (10 years)<p> Participates in budget planning for the overall department<p> <p> Review and maintain overall budgets <p><p>People Leadership <p><p> Manage departmental staff, including overseeing, measuring department, and personnel objective-setting processes, mentoring and coaching staff and overseeing general functions<p> Provide regular support to Project Managers<p><p> Program, Policy and Procedure Development <p><p> Responsible for the development and implementation tools, templates, procedures, and processes and for ensuring alignment ministry requirements<p> Implement new standards related to department<p> Manage large and complex projects<p><p> Operations <p><p> Manage large and complex projects including developing business cases for new facilities and projects, including new schools<p> Oversee projects. Attend meetings with internal Departments (e.g., Operational, Design and Construction) and teams (e.g., architects, engineering, cost consultants) to discuss a wide range of projects and issues (e.g., new school construction). Ensure documents are tracked and archived<p> Conduct on-site project inspection from project initiation through to project close<p> Responsible for ensuring a Board-wide water testing program for lead is in place and appropriate reporting is completed (Safe Drinking Water Act)<p> Responsible for all elements of procurement and contract management including formation of qualified vendor lists<p><p>Other <p><p><p> The Manager, Design and Construction is a member of committees and working groups including new school steering committees as well as externally.<p> The Manager of Design and Construction may be called upon to speak to the media on behalf of the Board or speak directly to citizens on specific issues that cannot be resolved through local school leadership.<p> Conducts
