The District offers its respect to the Knowledge Keepers and all First Peoples who have been stewards on these lands since time immemorial.Position OverviewReporting to the Director, Employee Services, the Payroll Manager is responsible for overseeing the accurate and timely processing of all payroll functions within the Delta School District. This position ensures that payroll operations are in compliance with relevant provincial legislation, collective agreements, and District policies. The Payroll Manager will lead a team, manage payroll systems, and collaborate closely with Human Resources, Finance, and other departments to ensure the District's payroll processes are efficient and transparent.Key Responsibilities include:Payroll Processing & Administration: Oversee the preparation, processing, and distribution of payroll for all employees (including teachers, support staff, administrators, and casual staff). Ensure that payroll is processed accurately and on time for all pay periods. Review and verify timesheets, leave requests, and other payroll-related data to ensure compliance with District policies and collective agreements.Compliance & Reporting: Ensure payroll processes comply with applicable federal and provincial employment laws (e.g., Employment Standards Act, Canada Revenue Agency (CRA) requirements, and Workers' Compensation). Prepare and submit statutory deductions, such as Canada Pension Plan (CPP), Employment Insurance (EI), and income tax remittances to the CRA. Provide regular reports to Finance and senior management on payroll expenses, tax liabilities, and other payroll-related metrics. Manage year-end procedures, including the preparation and issuance of T4s, T4As, and other required forms. Team Leadership & Training: Lead, supervise, and mentor a team of payroll professionals to ensure smooth and efficient payroll operations. Provide guidance and training to staff on payroll policies, procedures, and systems. Foster a positive and collaborative team environment, encouraging continuous improvement and professional development.System Management & Process Improvement: Manage and maintain the payroll software and systems, ensuring accuracy and efficiency in payroll processing. Identify and implement process improvements to streamline payroll operations, reduce errors, and improve service delivery. Collaborate with IT to troubleshoot system issues and ensure data integrity.Employee Inquiries & Support: Respond to payroll inquiries from employees, providing guidance and resolving any issues related to pay, deductions, and timekeeping. Address concerns regarding pay discrepancies, retroactive pay, and benefit enrolment deductions, ensuring issues are resolved in a timely and professional manner.Collaboration & Communication: Work closely with HR to ensure that employee data is accurate and up to date, including new hires, terminations, transfers, and changes in employment status.
